This whole situation makes me feel very uneasy. We can't get him to stop biting everyone so the solution is to file down his fangs? Oh he still bites, but it causes less damage? Exactly how mentally stable is this dog?

Wow. Not sure how I feel about this. On one hand, I applaud the family for wanting to work with the dog, but at the same time, I just can't fathom.... I mean, how about some management?? Put the dog away when the landscaper is there, don't allow him the option to bite. Making his bite hurt people less may make him less dangerous physically, but that doesn't mean the dog won't frighten a child (or an adult) when he attempts to attack.
And if they have truly tried allllll of those methods, chances are they didn't work long enough, didn't implement correctly, or they were looking for immediate results. Or, the dog is simply that unstable.
