I think of 'breed preservation' as a variety of things that, when combined, will help protect individual dogs, the rights of owners and fanciers, and the breed's future.
1) Fighting BSL and working to create and implement better dog laws that protect ALL citizens.
2) Rescue and education. MUSTS!!!! But without education, rescue becomes a bottomless pit. Rescue to me isn't just about saving individual dogs, it is about 'rescuing' the breed as a whole from enemies such as: bad breeding, BSL, media fearmongering, irresponsible ownership, etc.
3) Preserving the Essence of the Breed, itself. This can only be done through carefully planned and thought-out breeding programs. This is a sticky subject, as many would argue that without matching/game testing, you lose what makes the APBT an APBT, and that we could never have a 'real' APBT without those elements which helped form the breed to begin with. There is truth to this. However, that doesn't mean ethical, humane breeders today cannot do the best to preserve those traits we love in the breed while acknowledging that with changed times comes a breed that will have changed. And that this isn't a bad thing!
