It's sad that our enforcement agencies, and child protection system resources are wasted on matters that can be dealt with rational common sense reasoning. Meanwhile, other children who are neglected, beaten, hungry or homeless get passed over all too often because of inadequate funding.
In Nebraska, to convict someone of shoplifting, an employee must see the person put an item in their purse, pocket etc. and they have to get out the front door before we can stop them and call police. If we can't say we saw them put it in their pocket, or if they haven't gotten out the door, the store would lose their case even if the idiot had whatever in their pocket!

And two stores I've worked in employees can't detain anyone Even if they'e boosted half the store in front of you. You have to hunt down a manager who has to contact the store manager who might or might not say stop the person...who is already two counties away selling the goods at discount...but these people get busted for tuna fish...
