Interesting, although it does follow my focus on money. So are you saying that efforts should be on politics to replace existing officials, or what is your vision of change?

It is extremely variable based on the municipality. There is no one size fits all approach. Some officals are open to a change of mind, some are open to the failure of BDL even though they still retain their opinion of the dogs from before. This can be seen in the very recent repeal in Darlington WI. One official still held bias against the targeted dogs but voted for a repeal anyway because of the law not working and a desire to try something new.
I do believe that politics and legal challenge are a much more efficient approach in repealing BDL. The breed issue will always be diversive, always. We need to focus efforts on understanding the politics and climate of the municipalities for positive change. I have seen it first hand where city officials dig in against the breed issue, but when the breed issue is dropped from the political arenas, and the safety issue is more of the focus they begin to come around.
Flexibility would be my key word. Understanding whose minds will not be changed, and changing my approach before they become entrenched. If they are entrenched already, vote them out, can't win over them all, but all we need is a majority of vote, so one new council member can make all the difference.
