IMO Craigslist is just another way to potentially connect people. Like any other freebie classified it's buyer beware, and also seller beware. There are sh*tty rescues that don't use Craigslist that will place without doing any research into the home, so whether or not an org uses Craigslist doesn't mean much in and of itself. It could be a good adjunct to whatever else you are doing to promote a dog (or cat or whatever). A rescue is either going to carefully screen or not screen. Where the potential home comes from IMO doesn't really matter. Good homes are wherever you find them.
Having said that, if a rescue uses Craigslist but not another legit means of advertising adoptable animals (i.e Petfinder) I admit I'd be skeptical. WHY don't they use PF? Are they not an established entity (i.e. not nonprofit? It's pretty easy to set up a PF account, but you have to be a legit rescue/shelter - there is no "inside connection" needed).
P.S. Something to be careful of - there are lots and lots of scammers on CL.
