The Newark Advocate reported that owners will be required to keep their pit bulls on leashes in the city limits. The dogs must also undergo formal training and annually pass a good citizenship test. The 10-part test, from the American Kennel Club, requires dogs to show it can tolerate strangers and strange animals, sit on command, and stay in place. The newspaper says the new law will go into effect in 30 days. The current law automatically designates pit bulls as vicious. Owners have been required to buy expensive dog tags and muzzle their animals while taking walks in public.
