of course the IDs in most shelters (certainly all the ones I've visited) are wacked. Too bad the proposed solution to ignorance is... MORE ignorance. This county encompasses Orlando, where one of the biggest, most inclusive AKC shows in the country is held... so there ARE opportunities to educate.
But more than anything, what does this do to the claims by rescuers: "don't get a dog from a breeder; you can find a purebred dog in your local shelter"? What does it mean for the relationship between breed rescues and shelters? And how happy are the crappy Chihuahua breeders going to be?

Oh yeah, and how about people who are looking for a specific breed or type and searching on petfinder? To me it seems like complete lack of breed ID might deter a lot of people from adopting from that shelter, or prevent them from even getting there in the first place (via petfinder).
