Emily -- have you ever seen a primary source for this number? I'm not saying it's right or wrong, but I've seen everything from 2.7 million (this is definitely the lowest number I've seen) to 3.5 million to still around 4.5 million. There is currently no central database of all shelters, so everything is an estimate. But the only primary source I've ever seen is Merritt Clifton's data (and you can guess how accurate I believe it is). I just seen the number, but never any explanation at how it's arrived at. I'm just curious.

Not sure how it can be anything other than an extrapolation from whatever Maddie's Fund (or whomever) collects from shelters.
