A little background info- about 2 years ago Murphy was attacked by a neighbor's Yellow Labrador while walking on leash....Lab backed out of his collar and came after Murphy. I had to take him to the ER vet, and he had 10 staples put into his shoulder. Owner paid my vet bills, was apologetic...I told him he cannot let this happen again, not to walk his dog on a collar that he can back out of, etc. The next week I saw the jerk with his dog off leash in front of his house...I called AC on him. Fast forward a few months and I hear that the Reagan, the Lab, attacked another neighbors dog while that dog on leash. I spoke with that dog's owner and pleaded with him to call AC on Bill (a-hole Lab owner). He was very reluctant, said they didn't want the dog to be PTS. I told them that the first course of action wouldn't be to have the dog PTS, but I knew they wouldn't call. About 6 months ago or so I heard from the other neighbors again...their dog had been attacked by Reagan something like 6 or 7 times! They were finally fed up enough to call AC on him....amazing that they would let it go that long without doing something about it. Reagan was ordered to be muzzled when off his property, and I've found Bill walking him w/out a muzzle on several occasions. I even saw him let his dog loose in a near by ball field with other dogs. This guy is a major a-hole. Yesterday they finally had the court date for Bill and the other dog owner...I didn't get all of the details b/c we were both standing in the pouring rain...got the condensed version. But Bill pleaded no contest, and Reagan still has to wear a muzzle when off his property, and had to pay some of the neighbor's vet bills. Here's what really has me fuming...the DA believes that this matter is only between Reagan and Diesel (the other dog that was attacked)..when they brought up Murphy's case, he said that Murphy was listed as being attacked by a Pit Bull. WTF??? The LA/SPCA handles all AC for the city of New Orleans, and I've made 2 complaints with them. One was w/Reagan...and I cleary said the dog was a Yellow Lab. The other incident was an attack by a neighbor's Boxer...again while walking Murphy on leash...we pass by a house, no one realized the gate was open...Boxer charged out, jumped Murphy and bit him on the thigh. I clearly said the offending dog was Boxer..where are they pulling Pit Bull from? Out of their asses???? Oh and you'll love this too...neighbor said that on the reports Diesel (owner says he's a Plott Hound/Rottweiler mix...very large brindle boy) and Reagan are both listed as Pit Bulls!! What is wrong with these people???

I'd be p*ssed off, too! I guess they figure that if "it" bites...it *must* be a pit bull. Or maybe the AC has an agenda. How could they have noted that the Lab was a pit bull if it's an owned dog? Did the a-hole owner know they called his "lovely" Lab a pit bull? What is listed on his vet records??
Insane. I'm sooooooo sick of responsible dog owners being held to a much higher degree of expectations than jerks who get away with murder with no regard to ordinances, laws or simple common sense and regard for any other person or pet.
I'd report this guy every chance I got. Video tape the dog w/ a muzzle, off-leash...make it perfectly clear that you will not tolerate the owner allowing his dog to aggress and hurt yours or other neighbor's LEASHED pets.
Maybe if the guy has to get off his arse and go to court more than once or be cited for violating the judge's ruling he may decide to stay under the radar by abiding by the rules.
Or on the other hand, maybe if the AC's are called to the same complaint repeatedly, they'll eventually get sick of it and be a little harder on this guy.
It would help if multiple neighbor's reported him, though, not just one neighbor which would begin to look like someone has a vendetta (which wouldn't be out of line).
Poor Murphy...and the other neighbor's dog. That burns me up.

Oh the jerkface Lab owner is a US Attorney!! Oh you bet I'll be watching this guy like a hawk...if I ever see Reagan w/out a muzzle again, I'm calling AC. I'll talk to some other neighbors to see if they'll call too if they see him. Here's Murph after we got back from the ER...he was still doped up, they had to sedate him to clean out the wound and close it up.

Hmmm, Last time I checked, Labs and APBT looked, err, nothing alike! What a bunch of rocket scientist! With a blatant screw-up like that, makes you wonder if there isn't an under-lying agenda.

I hope your persistence will get you somewhere. We actually have a similiar problem in our neighborhood. A family moved in just over a year ago and immediately got dogs. They do not have a fenced in yard and the dogs are ALWAYS in the garage. The dogs are pitbulls and VERY animal aggressive. I myself have spoken to the owner about how aggressive his male is. Anyway, the wife was cleaning out the feces from the garage (they only do this once a week!) this summer and she tied the dogs tow chain around a bush in her back yard. Along came an older woman from down the street with her Jack Russell. The dog saw him and took off, he came down the driveway, across the street and picked up the JRT and just started shaking him back and forth. It was awful. The owner had to hit his dog over the head to get him to let him go. We thought the JRT was dead. He was bleeding everywhere and was not moving. The owner of the pitbull then took his dog, put him in the car and took off. I was on the phone with 911 when they took off and the police were not concerned in the least. They said that the owner isn't going to move away anytime soon so don't worry about it that they are taking the dog somewhere. When AC got there the owner said that the dog ran away. I made it very clear that he did not run away. That was in August, the dog is back now. I have spoken to the owner several times about his dog, and the fact that they need to keep him contained. His kids let him run around off leash. He promised me that the dog was going to be gone a few weeks ago, but he's still there. That was not the first time either that he had attacked another dog. It was the third. AC has never been back over to check if the dog is there, even though I've called several times, as well as other neighbors and they always say, if the dog isn't doing anything wrong at the moment they can't do anything. The JRT did almost die. He had to have his trachea removed and had holes in his head and neck form the bite. He is now all messed up, doesn't want to go for a walk, just sits in the window and barks.

That was not the first time either that he had attacked another dog. It was the third. AC has never been back over to check if the dog is there, even though I've called several times, as well as other neighbors and they always say, if the dog isn't doing anything wrong at the moment they can't do anything. Ugh. Why do some people refuse to contain their dogs??? God forbid you have an incident where your dog gets lose and attacks another dog...you make sure that it never happens again!! One thing that ticks me off about my jerkface neighbor is that he walks the Lab right in front of my house everyday. Murphy gets all upset if he sees him...if that were me, I'd go waaaay out of my way to avoid the house of the dog my dog attacked.
