City of Calgary, Alberta - A Model Ordinance
FACT: Calgary has a 90-95% dog licensing compliance rate.
FACT: Calgary has approximately 95,000 licensed dogs and approximately 1 million dogs residing in the city.
FACT: In 1990 when the new ordinance was introduced fines for owning an unlicensed dog increased from $30 to $250.
FACT: Every dollar that is raised from animal licensing and fines for non-compliance funds Calgary Animal Control Services.
FACT: Calgary encourages owners to microchip their dogs so that if a pet is picked up by animal control (who are provided with scanners) can determine the owner and they will deliver the dog to the owner immediately and free of charge. With fines being applicable for those who continue to fail to restrain their pets on their property.
FACT: Dogs that end up in the shelter are photographed and uploaded to the shelter's website within 15 minutes, which is available to the public.
FACT: Calgary places a great deal of emphasis on education and encouraging responsible dog ownership.
FACT: Calgary has noted a decrease in dog bites and chases by more than 50%, while their animal and human population has continued to double.
The city of Calgary has not only proven without a doubt that breed specific legislation is not required to have a efficient dangerous dog ordinance, but they have proven that a dangerous dog code can be written in such a way that it not only lessens the occurrence of dangerous dog incidents, increases funding ensuring the Calgary Animal Control functions optimally, but that it also encourages and rewards dog owners for being responsible in the care and handling of their dogs.
