I have a very tragic situation that I have been made aware of, and I cannot validate... a person got a pit bull puppy and then went to jail. The girlfiend was "afraid" of the dog, 6 months, and apparently just stopped feeding him. It is said that he starved to death and is buried in the yard. Young children witnessed this. I don't think that this family should be able to adopt, but I have no proof and this is coming from a neighbor, so I'm not sure how to proceed. Please give me a suggestion, especially as I heard that the man is still with this girl, and seeking another dog...

If there is no proof, not sure you can do much of anything. Personally, I wouldn't waste your time on hearsay and childrens rumors. Is this person trying to adopt a dog from an organization you work with? The organization who adopts out dogs should hopefully do a thorough homecheck, reference check, have the new owners sign a contract, and do periodic check-ins to make sure the dog is being taken care of. Hopefully if there is any issue with these people, the screening done by the rescue group will weed it out.
The rescue group should also ask about previously owned dogs. If the answers the new owners give sound shady, or if you know these people had a dog and they lie about that, you can let the rescue group know.
