I agree with much of what has already been said here. I'm not a huge fan of mandatory anything, but clearly something has to be done...duh, wasn't that a profound statement. Having said that I read this yesterday and it gave me hope.
Huntsville Alabama recently increased their minimum standards for care of animals. This is a start for making people responsible.

Huntsville dog owners who are negligent in their responsibilities
may find themselves in the doghouse with Animal Services.
The Huntsville City Council voted unanimously Thursday night to
amend the animal-cruelty laws on record to make them more-clear to
dog-owners, and easier for Animal Services to get a conviction.
'We are very happy', said Animal Service director Dr. Karen Sheppard.
'We have been discussing it for about three years with our staff,
officers and supervisors. We decided we wanted to raise the
minimum-standard of care for dogs in the community. Huntsville
has a good animal cruelty law, but we felt it wasn't enough,
and this will make our minimal-standards very specific'.
The newly-amended ordinance requires owners to provide pets with
a secure water-bowl or container than cannot be tipped over, and
must have appropriate food to maintain the dog's ideal weight.
Cheap food (costing less than 20 cents per pound) does not
provide good nutrition for animals.
It also requires large-enough shelter for a dog to get inside
and turn around; have a floor, doorway, four sides, a roof;
and be clean and dry.
Awnings over a porch are not considered adequate shelter.
Anyone not providing proper shelter for a dog will have
24 hours to do so.
Any dog on a chain must have at least 10 feet of movement that
allows the dog to stay free of being tangled or wrapped around
items in the dog's area. Runners, which can be purchased at pet
stores or places such as Home Depot and Lowe's, are encouraged
for use instead of chains, said Sheppard.
A dog's collar cannot be chain or metal.
'We advise using a strong nylon, plastic or leather collar',
said Sheppard.
The ordinance now requires dogs be free of intestinal parasites,
skin parasites (fleas and mites) and heartworms. 'If we find
an animal has parasites, we will inquire about what type of
treatment they are getting', said Sheppard. 'If they don't
have any proof, we will ask them to get a fecal sample from a
veterinarian'.
Sheppard said the updated law is 'not to create a hardship'
on owners, but to 'improve the quality of a dog's life'.
Animal Services Center Supervisor Mike Taylor has a warning for dog
owners who do not comply with the new law, that took effect
immediately:
'We will prosecute you to the fullest extent of the law',
said Taylor. 'We're coming after you.'
Sheppard is grateful to the City Council members for supporting
animal welfare. 'The council has been so supportive', she said.
'They all care about animals and their welfare.'
Sheppard said the way a society cares about it's animals is
indicative of how it treats its citizens. 'When animals are
treated well, people will be treated well, too', she said.

Recently I see more of a problem with people who have gone the complete opposite of they're all killers to believing that dog aggression is a myth and don't take it seriously at all. I also think early education is a must. When I was going with Marthina and Leo to the school for kids who are at risk, it really occurred to me that although it was important to have the boys in the class see the dogs as a living breathing caring being who didn't need to defend their machismo by fighting, it was the girls in the class who seemed completely oblivious to anything we were saying and refused to interact at all. How often do we hear that the wife/gf/mother won't let the dog in the house, they're dirty, they smell, they'll destroy the house.
OK, well, I've written a small novel here and like everyone else, I'm at a loss as to what is the best solution.
