That is interesting. I have concerns about the insurance requirement and a few other things, but overall, it certainly bears looking into.

I like the overall concept of a suitability test, but that could just be my own frustration over a friend who keeps thinking she wants a dog, finds a dog someone is giving away, brings it home, and then gives it back or to someone else a day or two later when it doesn't act the way she wants it to.
I think there are just some people out there who like the *idea* of having a dog, but they just aren't suited to the actuality of having one.
Too many people, I think, believe a dog is something you "have" that you feed and walk and maybe brush sometimes. They just don't get that it's a living creature that you care for and raise the same way you would your children. And that it's just as much work as raising a child!
