Title says it all. I'd like something safe that will allow me to make corrections without hurting my puppy (3 mos. young)..

A puppy that young especially shouldn't need any corrections, no matter your training approach. I would purchase a buckle collar and lead. You want it to be sturdy, but with a dog that age, I wouldn't invest in anything too pricey because it will get chewed and/or outgrown. Don't forget the ID tags, license, rabies tag, and microchip.
Mary and the others can help more with the training side.

Ooo, what Vallie said. A 3 month old pup should NOT be collar-corrected (did you know the standard minimum age for correction-based training classes has always been 6 mos. because the training is too harsh and could easily hurt a young pup?) Regardless of what method you end up using on her, she should ONLY be taught with positive reinforcement training and very gentle guidance at THIS age. No collar jerks/pops!
