It's an ad page for a consultant. Looks like she charges a relatively high fee to hand out info that is in the free and open domain online and in libraries. I guess if you're a completely inexperienced do gooder who really wants to start a rescue but can't seem to make it work it might be worth it. But otherwise these kind of services are usually pretty low value in my experience.

Yeah I kinda got a money-making vibe from the site. I also couldn't tell what kind of org it was - non profit or for profit. "Membership" might just be all about purchasing services for a year or two at a time.
