It's just a little feature the board comes with; you can 'exalt' someone if you like their posts and feel they are helpful, or 'smite' them if you don't like the post or find the person objectionable (hopefully no one will feel the need to use the latter here ;P) It's like racking up karma points - or losing points - based on your 'board behavior'.
