Whining generally signals arousal towards a stimulus not immediately attainable. Even whining to be let out fits this. Is she whining when she can get at the toys or when she can't? If she can, are there games you play with her with these toys?

Mabey your right about playing games with her and the toy. Could she be whining because the toy isn't doing what she wants it to or she's expecting it to do something?

Experiment with what stops it.

Rocky Whines at a toy is in unsure of maybe a little afraid of. Its a talking ball that Michelle gave him. He is intrigued by it and will only play with it sometimes and if it gets to close to his bed he will whine.

Luca does this when he is really engrossed in what he's chewing on. I think it's just arousal.
